Error 1406 installing iTunes for iPod

I am getting an error message trying to install the iTunes software for my iPod. The error is 1406 and says Could not write value key HKEY-Local_Machine\Software\Classes\.cdda\Openwithlist\Tunes.exe Ipod support says it is a windows issue. I am the administrator and have all rights. Can someone help me get this installed? Thanks
