Common Tasks bar off-color for blue only!?

As you see the common tasks portion of the screen is looking very much like
the Classic Windows setting (Desktop > Appearance > Windows & Buttons), yet
it is set to Windows XP, as the titlebar shows.

It only does this when it is set to Default (BLUE). It is normal on Silver
& Olive Green, but not for blue.

Anybody know what's wrong here?

I have a sneeky suspicion something was deleted, perhaps an HTML file, since
it only occured after the previous boot up when it ran scandisk (or whatever
they call it in XP...check disk?) during the boot. It did find about 4
files that were linked improperly and were deleted, and about a dozen other
files that were orphaned. I'm using NTFS, if that matters, but I doubt it
would.

Anyways, if it is simply missing a file, could somebody either post it
somewhere, or tell me how to get it back into my system? Or even just where
the file should be since I have another copy of XP that works fine on
another machine...
