Can not open Help and support

I bought a new Dell with Windows XP Professional installed and can not open
the Help and support file. The manufacturer support has been unable to
solve my problem. The point is that any time I click on the Help and
Support icon on the start menu nothing happens and many of the help buttons
on the menu bar do not respond. Thanks for your help.
