Cant install manually downloaded Windows XP update files due to error

Windows Update will not work automatically for me on XP home, giving error about active X and administrator rights.
I am logged in as an admin, I have tried many workarounds relating to lowering security settings on IE6 etc. all to no avail - but,

KB828741 Set up Error :- Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this computer

Now I have checked services, and the cryptographic serve is running, I have renamed the Catroot2 folder as suggested in a tech support doc, and even re-associated the Cryptographic DLL's as suggested, but still the same problem. I think it's because of something that may have been done in the registry when I was trying to fix an MSN Explorer issue (teach me to play around in there!)

Any help would be greatly appreciated
