can't get Export Wizard to run |

I am trying to export a database to a .txt file. I want to be able to specificy the delimeter but I'm unable to because the export wizard never appears. In my researching this problem, the sandbox mode seemed to be the culprit. I installed Jet 4 SP 8 plus I changed my security level to 2. This did not help. All I want to do is to be able to export a dbase and designate the delimeter. (it should NOT be this difficult)
Any help is appreciated!!
