I just installed Office 2003, but I am not able to get
the shortcut bar to start.
Any ideas?

The shortcut bar was dropped from Office 2003 - you can install it from an
earlier version of Office or use a custom Quick Launch toobar in Windows to
accomplish a similar toolbar.

There is no shortcut bar in Office 2003, they dropped it.
