Meter Reading

I need to prepare monthly usage reports for 200+ turnouts
off our canal. Each turnout has a meter. Each meter is
read every week plus on the last day of the month. The
monthly report needs to show the beginning of month meter
reading, the end of month meter reading and the
difference in the meter readings.

Sample data from the MeterReadings Table is as follows:

Here's my dilemma: I am having difficulty with figuring
out how to display the meter_reading for the beginning of
the month (which is actually the end of the previous
month meter_reading) in my report. I am able to represent
all the other necessary info. Any suggestions?

For speed, I use VBA code to do this.
