HELP!!!! Report with more pages on the same paper page

I need to do a tabelar report with header and footer.
For every change of each one of 2 of the parameters from the header, it is
requested a new instance of the report on the same page (not on a new page,
so I
can't use "force new page").
Every tabelar report must have a fixed number of lines(7), even the lines
with data are less than 7, and grid.

Please, help !
