pop up menu issue

with my site that I am building I am using tables and would like to put a
pop-up menu on one of the buttons in the nav. Each time I try to do so with the
add behaviors in dreamweaver I get an error saying that "unable to restore
selection and to try making smaller steps" . I cant seem to get this to work no
matter what I do.

And once I have this working I have another issue cause of the Nav being
inside a row of the table that is at a height of "80" and once I put the pop up
menu in it will have more height than that. How can I make the menu go over top
the cells that are in the way?

Please don't use the DW/FW pop-up menus. Here's why -
