menu up and down

how would you make it so there is a menu on the side of the page and when u scroll down the page the menu scrols down aswell but you no its on a kinda bouncy thing you know..

It's a cheesy effect in my opinion, and far too much javascript for the
final result, but you can find a DW extension for a persistent layer on
Marja Ribbers-de Vroed's site
