I want to know how and where to write the javascript in the code to tell my
index page. to open with no scrollbars, no address bars. I know how to do it
when a link off of my page tells the next page to do that. I need to know how
to put it in the index (first) page So that is will come up like that.
I am putting this HTML file on a CD, I would never do this to someone on a
website.

You can't. Thankfully.
You can only do that with a window your site creates via a new link.
Just have a page open with a CLICK HERE TO LAUNCH SITE type of thing.
