graphic resizing for 800x600

Hi, how do I make it so that my top tool bar or whatever is long enough to be
the full screen on 1024x768 resolution but when a user with 800x600 loads it
it just cuts it off from the right side and doesn't have scroll bars. I
understand the part about the 100% tables and stuff, but not the image.

Not sure I follow you exactly, but you can apply a style to a table
(cell) and give a bg image.

In which case the background image tiles, it doesn't stretch or truncate.

If you can change width and height dimensions to an image...can you apply % dimensions to it instead of pixels? IE make the image percentage based so it expands and contracts?

You can't. That's not how HTML, Browsers, or images behave.
