application windows dont behave

Im running os X 10.3.4 on a ppc G4 laptop, with an extra monitor attached.
The windows of the application dreamweaver do not behave correctly.
I click on on and it does not come to the front, I click on the properties
window and it gets hidden from view.
A window can be active and be hidden from view.

whats up with that? anyone else aving these issues?
