Wanting to link to a database on my site |

Hi there, i'm very new to Dreamweaver, but been around computers for a
while.
I am trying to link to a database (access) on my computer but not having any
success.
Questions
1/: do I save the database to the root directory?
i.e public_html/ mydatabase
2/: what type of page do I use, ASP, VBscript, or ? does it mater.
I have many more questions for somone who as the time
