Is it better to select the table and change the "Horz" attribute on the tables
properties box, or better to place the content in and then center the content
in the table via the content properties box? Or center both the table and the
content? Would doing that cancel one or the other out?
I know I know...change it in the code....=-)

Are you trying to change the alignment of the TABLE or of the content of a
cell?
If the former, then you can select the <table> tag on the Tag Selector, and
use the Align field on the Property inspector. If the latter, you click in
the cell, and use the HORIZ field on the Property inspector.
Or you can change it in the code.
Or better, you use CSS.
