Streaming audio and video file converter

I want to convert mp3 audio and mpg video files to a streaming format so
when I add a link to them on a website, they will start playing
immediately after a buffer is loaded (instead of the user waiting for
the entire large file to download before it starts playing). What
program do you recommend to do the file conversion that will produce the
best audio quality?

I use LameWin with RazorLame as my GUI frontend to simplify it's use.

To stream for dialup users maintaining a decent sound from the MP3
lossy format is not easy and requires some 'tweaking' of settings.

To stream use meta files ending in ".m3u".
