Scrolling Text Link Menu.

Hi,
I'm trying to creat a scrolling text menu of say 20 items with 10 visible.
The menu consists of a list of words each linking to a .html page.
I would like to use CSS on the links and hopefully be able to double click the
link instead of a 'go' button.

Is this possible ?

Can someone point me in a good direction on how to achieve this ?
