You will never be able to achieve perfect color matches between GIF (which
uses a statistical compression algorithm and is non-lossy) and JPG (which
uses a perceptive compression algorithm and is lossy). You may get close
(even so close that you can't easily detect the difference) but you will
only achieve parity randomly and on isolated pixels.
