Is IIS running on your local development machine?

Yes it is.
I found the answer in one of Dreamweaver's technotes hidden in the depths of
the on line help system.
It is entitled 'Defining a site that uses PWS/IIS locally and FTP remotely."
Even then one still has to edit site definitions to enable FTP to site after
your pages have been written and tested using IIS. Rather a crude work around,
but it does work.
Suprisingly, this technote was only constructed on 22June 2004. if it had been
availabe prior to this date, my MX would not have lain on the bench fot the
last 2 years as unusable.
As most web writers would use this system, it seems rather suprising that it
is not in the documentation provided by Macromedia. (or any other sources that
I have looked at - including the MX Bible, which is usually very complete.)
