Hmmm ... no, it doesn't affect the usability, but it does look strange to
me. That's getting more into the subjective range though. You might want to
play with the borders on the cells and/or links instead of the padding
though. I would suggest you remove the width="100%" on the tables in the
drop down menus though. The content will force the width without specifying
it and using 100% inside a layer like that can cause problems with getting
borders to show properly.
