Question marks are due to the known problem when you perform
Copy/Paste between Unicode and non-Unicode programs.
It's solvable - please see "Unicode to non-Unicode" part
of the Chapter 2 "Copy/Paste" in the "Unicode related issues"
section of my site.
But even after you solve Copy/Paste problem, you need to know
how to prepare a proper Cyrillic HTML in Dreamweaver. For this,
please see "Cyrillic HTML" section of my site.
