Here is the HTML. Is this okay or do I need to post it somewhere?

Nope - this was plenty good enough. Nancy's suggestion to use .nav a:link
was spot on. Your CSS says to style a tags with a class of "nav" and you
don't have any of those on your page. What you have is this -
<p class="nav"><font color="#FFFFFF"><strong><a href="index.html">Home</a>
which is .nav a not a.nav.
If you changed your code to this -
<p><font color="#FFFFFF"><strong><a href="index.html" class="nav">Home</a>
then you would have a.nav and your existing CSS would work.
Perhaps the reason your footer style is not showing up would be because you
have used a font tag there too? Try changing this -
<p class="footer"><font color="#FFFFFF">Copyright © 2004 Prep Sports
Radio Network. All Rights Reserved </font></p>
to this -
<p class="footer">Copyright © 2004 Prep Sports Radio Network. All
Rights Reserved </p>
and see what happens.

Thanks to you both for looking at my code. I tried both suggestions, and
neither is working. Help me understand how this works. If I want links in the
content areas of my pages to have a different style than this bottom nav, how
do I do that? I figured I just would use the standard a:link for content areas
and the a.nav:link (both of which were in the DWs stylesheet. The strange thing
to me is that I created the style sheet (modifying dreamweaver's included one)
and then attached it by linking to it. Then I just chose those style names by
using DW's style drop down in the properties window. DW wrote the code for me.
So it's odd that the code doesn't match up to the stylesheet. It looks fine in
the DW window, however, it's just when I run it in the browser that it doesn't
work.
I've done CSS before on sites, but never had this issue before. I guess I can
go back to those sheets and look at the difference. Just wondering though what
I am doing wrong in DW - I'd like to be able to just use DW's interface to make
it easier.
Thanks,
Yevri
