Please help

I have dreamweaver ultra dev 4 and when it loads it says not for commercial use,
what does this mean and is this a full original version?

How did you get it?

If you bought it, you were robbed and the seller was a pirate.

It means that you cannot use that version of Dreamweaver to create anything
for which you get paid.
