Please help- truth or fiction?

Hi-

I know this is a flash/html combo question, so I apologize in advance
if this is not the right forum...any help is appreciated.

I have a client who wants to use flash but doesn't want to implement a
detection script & have users potentially leave their site.

I have read in a post or two that a way to accomodate users who do not
have flash is to simply place a background image in the respective
HTML element.

This seems deceptively simple. Can anyone offer advice as to whether
it is true or not, and whether it works across browsers?
