Pop Up Help Gone: Where is Show Balloons?

1. You know how in other programs you have; Help Menu -- show / hide
balloons. The little messages that show up when your mouse goes over items from
the Dreamweaver menu; Dreamweaver no longer shows the pop up messages; How can
I get them back. ..Couldn't find it in the Help Menu?

2. How do I create the menu / map text that's usually seen on the bottom of
webpages, such as http://www.cbs.com
(The text links separated by a small vertical line)?

You just Create | It | In | HTML | Plaintext, no?
