PHP Restriced access in Dreamweaver

I have been trying to implement restricted access into certain pages of my site
through the User Authentication submenu in dreamweaver. I have a problem
whereby what ever access level I define all users are denied access. Similarly,
when I delete the server behavior all access is granted.
Am I missing something painfully obvious? I am a bit suspicious as I am a
newbie using PHP and I am aware that PHP can be difficult to configure. I am
actually using EasyPHP, so I am guessing this is different again?

any help would be appreciated as it would stop me banging my head on the desk!
