Javascript Problem in DreamWeaver

I am having trouble executing javascript in DreamWeaver created pages. The
same javascript worked in FrontPage2002. I have tried everything that I can
find in my reference manuals but nothing works.
I have included the page code so that you can see what I have done. I want
to use the menu because it allows me to have one place to change menu
references. I did not include the javascript fuiles as I didn't think they
were neede to troubleshot this problem.
Please help and old programmer that retired before most of these programming
languages were widely used.
