Thanks in Advance for reading this!
Can someone please tell me How I can Remove The White Space from this
website?

All I need to do on this image would be to use the "paintbrush"
functionality, however does Dreamweaver have even any BASIC image editing
functionality in Dreamweaver? (Like drawing aline, or painting something?

Dreamweaver creates HTML code, it's not a graphics editor. You've gone about
this the entirely wrong way by making the page two HUGE graphics instead of
setting up a table (for instance) and inserting the photos.
Since I didn't have the patience to let it all download (and I doubt many
people will), I wonder if the second graphic is really 8134 pixels high. If
it is, then no wonder it was taking forever to download. If it's not, put
the right height in there and see if it tightens things up
