In dreamweaver, can you attach the "show pop-up menu" behavior to a flash button? It appears that you can't; however, I thought I may be approaching it the wrong way. Thanks for any help.

No, you can't.
To make a flash button you need to apply the script inside the flash itself.
If it were be a dropdown menu I recomend that you make the dropdown menu
inside the flash movie then make the background clear on the flash and drop the
flash into a layer on your page. (keep in mind search engines can't scan flash)
