Editing the Default template in DW4 |

Hi all,
I would like to alter the default template (The one that comes-up when I
select file/New).
From:
<html>
<head> etc..................
to:
<!doctype html public "-//w3c//dtd html 4.0 transitional//en">
<html lang=en-gb>
<head>
I can't see how to do this in the help files....
Any advice welcome,
