CSS dynamic font problem under Unicode encoding

I had recently created a section for an Indic language (TA-Tamil) in a web
site. I used the ?Halo Left Nav?, CSS page design that came with Dreamweaver MX
2004 with little modifications to include dynamic font. The Indic language page
was done in UTF-8 encoding (Unicode).

On the systems where Unicode support is enabled (meaning ?Arial Unicode MS?
font is installed), the Indic language webpage shows up fine. However, on the
systems where, Unicode is not enabled, I get boxes on the left navigation bars
instead of characters.

As the other text with dynamic font looks fine, I had come to the conclusion
that it is a problem with the CSS style format and Dynamic font combination. I
am not sure of this though!

I am in the very preliminary stages of learning CSS. The template that I used
is a very standard Dreamweaver CSS and certainly I did not expect any trouble
using it. I am unable to understand why the characters on the left navigation
bar do not show up. Can someone please help me to solve this problem?
