Behaviors & Library Items

I have created a menu, using image based rollovers, in a library item which I
use as a server side include. I want to attach pop-up menu behaviors to each
image in the menu but the behaviors selection is grayed out, which I assume is
because of the lack of basic html code in the library item (no problem in a
basic html page).

ANy suggestions how to handle this?

There are two problems here.

1. When you say 'pop-up' menus, are you referring to the native DW/FW
pop-up menus? If so, then you don't want to use them at all. Read this to

2. Once you have made a Library item, you cannot add behaviors to it.

And please tell me what you mean by this -

How are you using a Library item as a server-side include?
